There are no good reasons left in the digital age to justify the ruled and the ruler as separate political entities. We offer a simple way in which a gradual convergence between the ruled and the ruler might come to the sunlight. This is a new form of political organisation, the Public Opinion Platform (POP). The platform, without formally contradicting the existing multiparty parliamentary system of representative democracy, can improve it, by facilitating citizens’ real-time participation and deliberation in political decision-making, and through tools of inclusive digital democracy. This is substantially different from the pick-and-choose use of referenda by some European parties and politicians.
POP is a mongrel: a party of representative democracy in appearance and a citizens’ platform of real-time democracy in substance. Because of this mongrel nature of POP, the good news is that one does not need to change the Constitution to inject citizens’ direct decision-making power into the representative system.
POP has the potential to cure several ailments of contemporary representative democracy, like politicians making and breaking promises, citizens’ loss of trust, their apathy and absence from the democratic process, casting protest votes for extremists, secret deals between parties, bribing and buying politicians. POP can also become an instrument of citizens’ self-education on responsible decision-making and political foresight.
